Prevalence and Policy: An Update on Electronic Cigarettes and Cancer Control

Since the 1964 Surgeon General’s report formally established
the severe health risks of smoking, the U.S. has made considerable progress on
tobacco control. The emergence of novel tobacco products such as
electronic-cigarettes (“e-cigarettes”), however, presents new challenges to
public health and cancer control practitioners.
As the popularity of e-cigarettes continues to grow,
controversy has arisen over categorizing and regulating this new product. Our
January 2015 cyber-seminar will give participants a broader understanding of
public health concerns around e-cigarette use. It will also identify areas in
which e-cigarettes could be regulated at the state and local level, discuss
typical gaps in current laws and analyze various approaches to effectively
close such gaps.
This session will help participants be more aware of some of
the key resources available in developing and implementing e-cigarettes
legislation and to identify at least 2-3 strategies to share with their own
communities and state partners.
Learning Objectives
At the end of the cyber-seminar, participants will be able
to:
- Describe various patterns of electronic cigarette use and assess correlates related to electronic cigarette use
- Demonstrate how and why existing local and state tobacco control laws often fail to regulate e-cigarettes effectively.
- Discuss the potential implications of federal regulation of e-cigarettes on state and local policies and identify likely gaps in such regulation.
- Analyze different approaches for effectively regulating e-cigarettes to achieve policy goals at the state and local levels.

Overview
The development of an effective Human Papilloma Virus (HPV) vaccine
delivered to youth ages 9-26 has the potential to prevent numerous cancers
(head, neck, cervical, vaginal, penile, and anal). The Centers for Disease
Control and Prevention estimate that annually, 26,000 new cancers are
attributable to HPV, about 17,000 in women and 9,000 in men[1]. Join us for
this webinar as we work to increase vaccination rates, leading to eliminating
all the cancers associated with HPV.

The National Council is pleased to announce a Call for Applications for the 2015 National Behavioral Health Network's Tobacco & Cancer Control Community of Practice (CoP). The CoP is open to any organization that provides direct services to individuals with mental illnesses and substance use disorders. Selected participants will join a 9-month CoP comprised of 10 – 20 direct service provider organizations (e.g., community mental health centers, addiction treatment organizations, federally qualified health centers) seeking to enhance their tobacco and cancer control practices for our target population. Through participation, you will gain knowledge and skills to:
- Tobacco-Free Campuses
- Implement campus-wide tobacco-free policies (addressing both client and staff cessation
- Implementing Cancer Screening
- Implement cancer screening (both in integrated care settings and via referrals to local FQHCs)
- Tobacco Cessation Tools
- Implement practice guidelines for addressing smoking cessation for youth and adults (including counseling and use of Nicotine Replacement Therapies)
- Cancer Survivorship
- Incorporate cancer survivorship into care planning
Resources available to participants will include:
- Tobacco free policy toolkits
- Cancer prevention and treatment tools and resources
- Healthcare professional tobacco cessation toolkits for adults and youth
- Cancer survivorship care plan tools and resources
- National expert office hours
PROGRAM OVERVIEW
From January through August 2015, the National Behavioral Health Network's Tobacco & Cancer Control Community of Practice will participate in four (4) learning sessions with national experts available only to CoP participants. The learning sessions will coincide with National Behavioral Health Network webinars that cover issues directly related to topics discussed during the learning session calls. National experts will also hold office hours exclusively for CoP participants who wish to receive more individualized coaching.
During September 2015, participants will report their accomplishments, challenges faced, and changes implemented that resulted from participation via the end of program survey.

PROGRAM EXPECTATIONS & REQUIREMENTS
Participants must be available to engage in the following program activities and produce the following deliverables throughout the 9 months:
- One (1) customized learning session call every other month, from January through August 2015; four (4) total learning session calls
- Each site will be expected to share their best practices, lessons learned, and challenges faced on at least one (1) of the four (4) learning session calls
- Complete the Tobacco & Cancer Control Community of Practice survey at the end of the program (September 2015); the survey will collect information on participant:
- Accomplishments
- Challenges faced
- Changes implemented
The estimated time commitment for participation in this program across 9 months is roughly 9-10 hours (four calls, two surveys, planning for peer-to-peer engagement discussion on learning session calls).

Organizations are eligible for the Tobacco & Cancer Control Community of Practice if they provide direct services to individuals with mental illnesses and substance use disorders and are seeking to enhance their tobacco and cancer control practices. Through outreach of our EBT program, we also provide nutrition education and cooking demonstrations, highlighting local, seasonal produce and teaching healthy cooking methods to farmers market shoppers. Alternating between the Union Street and Alachua County Farmers Market, we offer a nutrition education table which accompanies our EBT booth in which we pass out samples of easy to prepare dishes made from local, seasonal produce. We also distribute recipes and nutritional facts for whatever we’re highlighting. The nutrition education table will also be accompanying the cooking demo next Wednesday and is run by UF Dietetics students in which we will be offering samples of pumpkin butter made from local Seminole pumpkin. Cervical Cancer-Free Florida Coalition

Florida has the nation’s 3rd highest cervical cancer incidence and mortality rates in the United States. Minority, low income, and underinsured women remain at exaggerated risk of being diagnosed with and dying from cervical cancer largely due to underutilization of routine screening and timely follow up for detected abnormalities.
The Cervical Cancer-Free Florida (CCFFL) Coalition is led by Moffitt Cancer Center and the University of Miami Sylvester Cancer. We will develop necessary infrastructure to support patient-centered translational inquiry to eliminate cervical cancer disparity throughout the state. We will accomplish this end by fostering unprecedented collaboration between diverse stakeholder communities throughout Florida now largely working in “siloes” to generate solutions for health and social change. Through engaging diverse stakeholders, we will enable greater coordination of efforts and resource sharing across Florida by creating a cadre of stakeholders working within a common paradigm focused on patient centered outcomes research.
The objectives for CCFFL are:
- To identify key patient/caregiver, provider, policy/payer stakeholders necessary to reduce the burden of cervical cancer in Florida
- To engage key patient/caregiver, provider, policy/payer stakeholders in the development of a statewide network reduce the burden of cervical cancer in Florida
- To create a state level agenda to reduce incidence, morbidity, and mortality of cervical cancer in Florida thorough sustained collaboration with key patient/caregiver, provider, policy/payer stakeholders.

First Annual Survivors Scholarship Now Accepting Applications

A new college scholarship has been announced by Chalik & Chalik Law Offices. Aimed at those who have survived a serious medical diagnosis and are moving forward in their lives, the $1,000 scholarship is open to anyone attending college or law school in the U.S. this spring.
“Because our firm handles medical malpractice and negligence cases, we often see the enduring tragedy that serious medical conditions can create,” said attorney Debi Chalik. Debi is one-half of the team for which the firm is named – her husband, Jason is the other founding partner. “Whether the diagnosis is cancer or any other life-threatening illness, the immediate focus is on getting better. That’s as it should be, but all the money and effort comes at the beginning of what will be a life-long process of recovery. We want to help survivors achieve their goals and overcome the next challenge in their lives.”
The first annual Survivors Scholarship asks applicants to submit a short personal essay about how their cancer or significant medical issue influenced their choice to pursue a higher education . Applications can be found at the bottom of this page. The deadline for submission is 1/12/2015 and the winning applicant will be notified by 2/1/2015.
“I find a great deal of hope and encouragement in the stories of people who have overcome real health setbacks,” said Chalik. “The Survivors Scholarship is our firm’s way of returning some of that encouragement to a student, a way to give them a little recognition for what they’ve accomplished.”
Academic requirements are set at a current GPA of 3.0 or above. Students entering college for the first time will have to document acceptance at an accredited institution, and all applicants must be U.S. citizens or legal residents. The award will be paid directly to the college in the student’s name to help with tuition or materials costs.

DDF was started by Debbie Zelman, a stomach cancer survivor, and her foundation is now one of the most active cancer research advocates in the U.S., lobbying to increase federal and state funding for research. The scholarship was also inspired by Debi’s mother, Eva Weissberger, who is a breast cancer survivor, and another family member, Royce Sagenkahn, who succumbed to appendix cancer two months ago.
At the heart of DDF is the Patient Resource Education Program. PREP networks newly diagnosed cancer patients with mentors who can guide them through their treatment and recovery. Debbie is a neighbor of the Chalik family and Jason Chalik sits on the foundation’s board of directors.

Her expertise as an experienced breast cancer surgeon will explain the components of triple negative breast cancer, current practicies for triple negative breast cancer, and future directions in this subfield of cancer.

Research to Reality’s Cyber-Seminar Series: Engaging Underserved Communities in Clinical Trial Recruitment

Clinical trials are a critical resource for the discovery and development of better prevention, diagnostic and treatment methods for cancer. Many of today’s most effective prevention and treatment modalities are based upon previous clinical trial results.
People with low income, the elderly, racial/ethnic minorities, women and those who live in rural areas represent the smallest percentage of clinical trial participants. Unfortunately these same populations also bear a disproportionate burden of disease. Without adequate representation of these populations in clinical trials, researchers cannot learn about potential differences among groups and ensure the generalizability of results to the entire U.S. population. For clinical trials to be useful to all populations, individuals from all backgrounds, racial/ethnic groups, ages and locations need to participate.
Our October R2R cyber-seminar will examine the issue of increasing the participation of racial/ethnic and other underrepresented groups in clinical trials. We are delighted to welcome Army of Women Research Director Leah Wilcox Eshraghi and Jennifer Ivanovich with the University of Washington to discuss their efforts and involvement with clinical trial accrual and under-represented populations and contributions to scientific research through and with community participation.

Ms. Rodriguez is a certified health education specialist and has experience working with diverse populations and communities. She has worked on several tobacco-related research projects since 2003, including as project manager for the Tobacco Education and Materials Lab (TEAM Lab); as a health educator on a tobacco prevention and cessation program with Southern California alternative high school students; as a research assistant for a study that addressed the effects of acculturation on tobacco and other drug use; and as a research assistant for a project that studied cultural risk and protective factors that affect commercial tobacco use among American Indian adolescents.
Ms. Rodriguez was awarded the Tobacco Related Disease Research Project's Cornelius Hopper Diversity Award in 2004—a training grant to develop ideas and to study the student receptivity of a culturally tailored tobacco prevention program for Chicano/Latino youth that incorporated culturally relevant activities in an existing tobacco prevention and cessation program.
Ms. Rodriguez earned her B.S. in health promotion and disease prevention studies from the University of Southern California and her M.P.H. in the global health and leadership track from USC.
